DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - WARNING SIRENS - SUPPLEMENTAL RESPONSE TO NUREG-0737, ITEM III.A.2 (IMPROVING LICENSEE EMERGENCY PREPAREDNESS-LONG TERM)
By letter dated July 9,1981, Consumers Power Company provided an update of our response to NUREG-0737, including Item III.A.2 - Improving Licensee Emergency Preparedness-Long Term. The response referenced the results of our Probabilistic Risk Assessment (PRA) as presented in our letters (two) dated M,.rch 31, 1981..The Big Rock Point PRA indicates no need for immediate warn-ing of the public within the five mile Emergency Preparedness Zone (EPZ) for i
my postulated accident. This conclusion is based on our analysis which indicates that even for the most severe r.stulated accidents studied, the radiation exposures at the commercial and residential property boundaries of the Big Rock Poin: Plant site are less than the amounts required for prompt notifi. cation as described in NUREG-0396 and NUREG-0654 and the occurrence of j
ac te fatalities is quite improbable.

In response to this position, NRC letter dated August 12, 1981, disclaims our deferral request for interim relief until such time that the NRC has completed review of the PRA on the basis that the installation would not involve a significant cost. Our initial cost estimate for installation and equipment of a siren system is approximately $150,000 plus a $12,000 annual operating cost.

increased confidence of the public towards Contumers Power Companys effort to i
improve their personal safety.
Periodic testing associated with the instal-

Big Rock Point Plant November 6, 1981 It is the position of Consumers Power Company that any cost associated with Big Rock Point should he thoroughly analyzed and justified.
However, regard-less of our continued belief that immediate notification within the Five Mile EPZ (established by your letter to D P Hoffman dated June 13, 1980) is unnec-essary, and compensating actions (established in our letter to J G Keppler dated July 24, 1981) adequately address the emergency preparedness issue, Consumers Power Companf will install the warning sirens.
We will make a concerted effort to have the sirens installed within the Five Mile EPZ by the new proposed implementation date of February 1, 1982.
Our letter of October 21, 1981 requested an extension for several NUREG-0737 items including Item III.A.2.
This letter completes part of our response to Item III.A.2.
Investigations of meteorological capabilites needed to assess the exposure of personnel ingressing and egressing the plant following a postulated accident are in progress and will be provided as indicated in our October 21, 1981 letter.
