Dear Don:

Thank you for providing me with a copy of your memorandum summarizing the substance of the meeting of October 6, 1981, in which HL&P and Bechtel advised the NRC Staff concerning the transition from Brown and Root as architect / engineer and construc-tion manager.

Since you did not mention one of the major com-mitments made during that meeting, I want to note my recollection 1

of that commitment and request that it be reflected in your re-cords.

l My notes indicate that near the end of the meeting a Bechtel representative stated that Bechtel will review the entire Brown and Root design so that it can be adopted oy Bechtel.

Ultimately, Bechtel will stand behind the design of the South Texas Project as a Bechtel design.

We believe this commitment to be extremely important in that it gives some degree c2 assurance that the plant will be safe regardless of design or construction errors that Brown and Root may have committed to date.

It is also important because any contrary Bechtel decision at this point not to take full responsibility for the STP design would raise serious questions about those aspects of the design that Bechtel would not accept.

To assure that the record is complete -"i.n respect to this commitment, I am sending this letter to '..a. service list for the OL proceeding, and I ask that it be filed with your memorandum in the appropriate NRC Staff files.

In audition, I would appreciate it if you would inform ma immediately of any indication that Bechtel does not intend to fulfill this commitment and take com-plete responsibility for the design of the South Texas Project.
