Dear Mr. Miller:

The Reed Reactor Facility (License R-112) requests an extension for submittal of new Emergency Plans and Procedures because adequate guidelines for-their preparation have not been made available to licensees.

Because a large effort is required to revise existing Emergency Plans and Procedures, RRF is asking that an extension be granted until ANS 15.16 is approved and available for use; then a reasonable date could be set.

In the interim, the present Reed Reactor Facility Emergency Plan is adequate.
