This is in reply to your letter of Septenber 20,19P1, concerning ng~ Q O,. j*

re-opening of Three flile Island Unit I (Tf1I-1).

Your letter evidently refers to the Order and f!otice of Hearing issued by the fluclear Pcquiatory Comission (?!RC) on August 9,1979. That Order required satisfactory conpletion of certain short-tem actions and resolution of various concerns to provide reasonable assurance that TMI-1 can be operated without endangering the health and safety of the public.

It also required that certain additional long-tem actions be completed as prenptly as practicable and that reasonable progress on the conpletion of such actions be nade prior to restart of the facility, in crder to provide reasonable assurance that the facility can te operated safely over the long tem.

The !!RC staff has nade an extensive evaluation of conpliance by the licensee (l'etropolitan Edison Co.) with both the short-tem and the long-tem itens of the Order.

Included are nodifications of equircent, retraining of operators, energency preparedness, separation of THI-2 operatiens fron those of T7?I-1, waste nanagenent capability, and tanagerial capability and resources. The iPC staff has cencluded that the licensee is in conpliance with the short-tem recuirecents, subject to verification of installation of nodifications and conpletion of all required tests ard exercises, and that the licensee has completed or rade reasonable progress toward conpletion of the lonn-tem actions, with one exception still pending on instrunentation for detection of inadequate core cooling.

Mith regard to radioactive wastes, which you nentioned, the fmC staff has found the licensee to be in compliance with requirenents; high-activity wastes vill be kept in a concrete storage facility prior to solidification and shipnent offsite. As to eneroency plans, which you also rentioned, exerciser conducted during the past sunner indicate these plans, with ninor corrections, neet requirenents both onsite and offsite.

The Order has established an Atenic Saf9ty and Licensing Board to conduct a public hearing on the safety aspecu of restarting T"I-1 and to issue an initial decision, with the final cecisien to be nade by the fluclear Regulatory Comission itself. The hearing comenced on October 15, 1900, and the transcript covers 23,000 rages to date. A partial initial decision on nanagerent ccnpetence and o P rator training was issued on lugust 27, 1981; the Board concluded thM, with tSe exception of a pending subissue on operator license sninations, the nanagment connetence issues were favorable to the eventual operation of TUI-1. A decision by the Roard on other issues is exnected soon.
