RESPONSE TO ADVISORY COMMITTEE ON REACTOR SAFEGUARDS (ACRS) LETTER
SUBJECT:
DATED JULY 14, 1981 CONCERNING RESTART Di THREE MILE ISLAND NUCLEAR' STATION, UNIT 1 (TMI-1)
In your letter to the Commission dated July 14, 1981, comments were provided regarding the review of the ACRS on the proposed restart of TMI-1. These comments were ' based on information provided during the 255th ACRS meeting on July 9~,1981 and on earlier subcommittee meetings. Our re,ponse to these comments is provided below.
1.
The ACRS believes tha_t. the management structure of the licensee is suf-ficient for restart, but the Committee urges continued diligence on the part of the licensee and the NRC staff to assure maintenance of adequate managerial capabilities for TMI-1.
The Administrative Controls Section of TMI-l's Technical Specifications is being modified to incorporate the management organization changes and qualifi-cation requirements of the plant staff.
Hence, significant changes to the licensee's management structure will require prior NRC staff approval and the implementation end effectiveness of these maaagerial related changes will be I
continuousi, monitored.
In addition, there are a number of NRC personnel on-sise. (ircluding resident inspectors and TMI-1 program office personnel) who are ' sensitive to management issues and who are monitoring licensee's management I
performance on a day to day basis.
Licensee's management capabilities are also l
appraised on a formal basis annually.

The ACRS noted that'the licensee is considering a variety of instruments that might be installed for detecting inadequate core cooling, but has not established a plan for selecting an appropriate device. The Committee I
believes that the licensee and the staff should act promptly to establish l
a basis for selecting a suitable monitoring system.
l Since.the 255th meeting, the li.censee has established a program to resolve l
the inadequate core cooling issue.
A description of GPU s program was dis-l cussed with the staff on August 10, 1981. Over the next few months, GPU l

September 17, 1981 will evaluate the adequacy of available systems and other new ideas. GPU indicates that a technical recorar.endation on inadequate core cooling instrumentation will be provided to the NRC in November 1981. GPU has met with all NSSS vendors zo discuss their systems 'as part of this evalua-tien.
The staff will require a technical and schedular comitment from GPU as a basis for making a reasonable progress determination.

The ACRS notes that recently the security system for TMI-1 was reviewed by specialists from the Los Alamos National Laboratory (LANL). The ACRS recomends that plant security continue to be given special attention because

of the decontamination operations underway at TMI-2 and the large number o.f people on site.
The staff concurs with the ACRS recomendation and both the staff and the licensee have in fact been providing, and will continue to provide, special
- attention to plant security. We.would also like to clarify the type of support recently provided to the staff by specialists of LANL.
The support recently provided the NRC staff by LANL deals with t'he'identifi-cation of vital areas and vital equipment for TMI-1. This program involves studies of all operating Tacilities and near-term OL applicants. The data provided to the staff will be used for final identification of vital areas and equipment.
The staff is currently not impicmenting those findings pending approval by the Comission of a proposed rule change clarifying vital area p olicy. Thq paper is in final staff concurrence and is due to the Comission i n the near future.
In the interim, vital areas are required to be protected in accordance with present requirements.
in a separate effort imediately following the accident at TMI-2, a LANL srecialist evaluated the status of site security before and after that inci-dent.
Based on those findings improvements in their existing programs and additional. measures have been instituted to provide speci'al attention to the facility during recovery operations.

The ACRS noted that the licensee had proposed (and the staff is reviewing) a startup test program for TMI-1 similar to that being conducted at other near-term operating license plants. The ACRS stated that the issues remaining should be resolved to the NRC staff's satisfaction.
Since the 255th ACRS meeting, the licensee has resolved staff concerns about the startup test program.- The licensee's "'artup program includes provisions for a special low power test program similar to that conducted at near-tenn 9
