SUBJECT:
Interim Finding of Off-Site Plans and Preparedness In Support of Fitzpatrick Nuclear Power Station This is in response to the Nuclear Regulatory Commission and the Federal Emergency l
Management Agency Memorandum of Understanding as documented in the third NRC/ FEMA joint monthly report to Congress on Emergency Preparedness.
This joint report commits FEMA to report on the status of of f-site preparedness.for the Fitzpatrick Nuclear Power Station by October 15, 1981.
Our finding at this time rests basically on the results of the Nine Mile Point Nuclear Power Station (NMPNS) joint exercise previously furnished in my memo on October 20, 1981.
This exercise stressed off-site plans and preparedness for the same plume exposure pathway that is indicated for the Fitzpatrick station, The deficiencies noted by the FEMA Region 2 Regional Assistance Committee (RAC) of the NMPNS REP joint exercise have been forwarded to the State.
The anticipated State response will be a schedule showing when t".e necessary resolution of deficiencies I
will occur and is expected by October 27, 1981.
The one major item not addressed is the Fitzpatrick alerting, notification and communication linkage with of f-site authorities since it has not yet been demonstrated.
Such a demonstration is i
scheduled for a joint exercise in April 1982. Due to the level of State involve-ment in other exercises, the Region is recommending full scale local participation and partial State participation in the April exercise.
f Ther ' fore, for Fitzpatrick it is appropriate to restate the FEMA finding for NMPNS that, as a result of the deficiencies indicated in the September 15, 1981, joint exercise, Region 2 currently finds that it is questionable as to whether or not the l
i public in the area could be protected if an actual emergency occurred.
