In either, or any/all instances of nuclear generation there IS the problem of 7lASTE, --corauction/collution of the atmosphere, the water used/discharced from the cooling processes, and the con-

It's a record that P.E. has " jumped-the-run" in starting a Nuclear facility -before it had been noproved//-please don't let them get arsy with suen illegal practice.

NRC Mow Tryinq to Bynass ilEPA in 1.icensing Change When the Kemeny Comission described the "mindset" of the NRC as a funda-mental fault of the aqency in its Till Peport, the nation hoped that positive reforu would quickly follow.
Instead, we are sadly discoverino that the real lessons learned from Till are to exclude members of the public from access to ir. formation, access to the hearing process, avid accesc to legal recourse where-ever the ilRC can arrange it. Using the TF11-1 Restart hearings as a testing ground,
