Operating Projects Branch No 5 US Nuc] ear Regulatory Commission Washington, DC 20555 DOCKET 50-155 - LICENSE DPR-6 --BIG ROCK POINT PLANT - A!ENDMENT No h9 On October 16, 1981, Consumers Power company received Amendment No L9 to the Big Rock Point Facility Operating License, dated October 9, 1981. The amend-ment consists of Technical Specification Changes which reflect our submittals of September 25, 1980, March 5, 1981 and September 18, 1981.

Our review of the associated documents has identified several discrepancies between our submittals and the issued amendment. Mr W Paulson of your staff was informed of these items via telephone conversation and requested identification of the specific discrepancies by letter.

Consumers Power Company is withholding itsuance of Amendment No h9 pending receipt of a corrected copy from NRC which address the following items:

Section 7.6 - Operational Testing of Nuclear Safeguards Systems 1.

Amendment No k9 specifies the frequency of routine tests related to Centrol Rod Performance as follows:

At each major refueling shutdown and at least once each quarter during operation

Big Rock Point Plant November 2, 1981 of December 2h,1965, identified as the third semiannual report of operations, noted this change in Section VI of the report. On Feb-ruary 6, 1967, Consurers Power Company, by letter, reissued the Big Rock Point Technical Specifications incorporating changes through Change No 11.

The submittal included the appropriate changes to Section 7.6 for Control Rod Performance Testing.

Amendment No h9 omits our test for High Radiation Trip closure of the Containment Ventilation Isolation Valves. Our letter of Septe=-

ber 5,1960 co==its performance of tnis test "at each =ajor refueling shutdown". The Technical Specification Change Request, however, incor-rectly referenced Section 6.h.l.

The appropriate technical specification reference section is 6.h.2.

The corrected copy of Amendment No h9 should include the following:

All tests listed on page 7-9a of Amendment No L9 reflect changes to our Technical Specifications. The corrected copy of Amendment Iso h9 should include a =argin line on all tests listed on page 7-9a.

pump in the Seventh Seriannual Report by Operatiens for Big Rock Point.

Section IV of the report describes the seal replacement with a new cartridge type shaft seal. The modifications to the No 2 recirculation pump was report-ed subsequently in the Eighth Semiannual Report of Cperations by letter dated June 2k, 1968.

The two seal cartridge modification was performed at the recc=cendaticn of the pump manufacturer in order to reduce personnel exposure during seal replacement and for improved seal performance.

NRC Safety Evaluation Suppcrting Amendment No L9 Section 5.0 - The conclusion of the Safety Evaluation specifies the following:

Delete the word "not" Consumers Power Cc=pany requests an updated copy of the 31g Rock Point Techni-cal Specifications as they exist frc= NRC records, so that we can ecmpare our controlled manual with yours.

This effort vill identify end correct any administrative errors that exit-between the two manuals. The changes request-ed by this letter represent administrative errors from both the :iRC and Consumers Pover Company and have been determined not subject to 10 CFR 170.22.
