Gentlemen:
IIaddam fleck Plant NUREG-0737 Item II.B.4, Training for Mitigating Core Damage Item II.B.4 of Reference (1) requires licensees to develop and implecont a training program to teach the use of installed equipment and syst erms to control or mitigate accidents in which the core is severely damaged.
Training was required to be completed by October 1,1981.
As stated in Reference (2), Connecticut Yankee Atomic Power Company (CYAPCO) has developed a comprehensive course curriculum er. titled
" Operation with a Damaged Core."
In Reference (2), CYAPCC identified its intention to complete the training program by October 1, 1981.
Ilowever, recent developments have forc d CYAPCO to revise the schedule for completion of this training to January 1,1982 for certain station personnel.

% CYAPCO arranged for Core Damage training with a contractor based on a scheduled mid-October, 1981 refueling date.
However, due to a higher than expected capacity factor, the Haddam Neck Plant's refueling outage began on September 26, 1981. As a result, the last class in Core Damage Mitigation was scheduled one week before the outage. Due to the demands of the accelerated outage planning and preparation, cer-tain management and other non-licensed people, including two STA's, were unable to complete this training prior to October 1, 1981.
All of the above-noted personnel will complete training in Core Damage Mitigation by December 18, 1981.
In addition the two STA's will either complete the training prior to startup from the current refueling outage, or prior to reassuming active STA duties.
All of the licensed on-shif t operations personnel who are involved with control board manipulations on a daily basis, including the remainder of the STAS, have completed the program. CYAPCO therefore concludes that continued safe operation of the Haddam Neck Plant is i
ensured. Since the personnel who have a t conpleted the training arc not directly involved with control board maipolations or the STA function - with the two noted exceptions - CYAPCO also concludes that this delay is acceptable and that the intent of this Action Plan Requirement, Item II.B.<,,
has been fulfilled.
