Dear Mr. Ippolito:

I Your letter of September 22, 1981 requested Nebraska Public Power District provide plans and schedules for meeting the requirements of Section III.G of Appendix R or for supplying the specific information and justification for the alternative features that would provide a sound basis for an exemption. Accordingly, the District is evaluating the Fire Protection of Safe Shutdown Capability relative to safe shu;down systems as set forth in Section III.G of Appendix R and in accordance with the guidelines provided in Reference 1.

We anticipate the completion of this study by Fbrch 15,1982, at which time detailed justification of alternate features will be provided as a basis for exemption.

This study involves individual examination of the related cable sections in every fire area of the plant housing safety system equipment. A fire hazard analysis will be performed of fire areas containing circuits not in ccmpliance with the, separation requirements of redundant trains of j

safety systems of III.G.2 and a determination made as to the required modifications so as to assure safe shutdown capability. Also, we will study alternate chutdown capability with existing or modified equipment in accordance with Appendix R and the guidelines provided in Reference 1.

The above study is in addition to the detailed technical evaluations of associated non-safety circuits in accordance with Section III.G.2 of Appendix R and emergency lighting in accordance with Section III.J.

It was found that, subject to certain justi-fications, the associated non-safety circuits are in compliance with the requirements of Appendix R.

We have essentially completed the installation of the emergency lighting units at Cooper Nuclear Station; therefore, Cooper Nuclear Station is in compliance with Appendix R in regard to this item.
