Dear Mr. Keppler:
Reference (a) contained the results of an inspection conducted by Mr. J.
A.
Grobe on May /-8, 1981, of activities at Zion Station.
During that inspection certain activities appeared to be in non-compliance with NRC requirements.
Attachment A to this letter contains Commrawealth Edison's response to the Notice of Violation.
To the best of my knowledge and belief the statements contained in the attachment are true and correct.
In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employes.
Such information has been reviewed in acuordance with Company practice and I believe it to be reliable.
Please address any questions concerning this matter to this office.

ATTACHMENT A RESPONSE TO NOTICE OF VIOLATION VIOLATION Zion Nuclear Power Station, Units 1 and 2, Technical Specifications, Section 6.1.E, states in part, "A training program for the Fire Brigade shall..... meet or exceed the requirements of Section 27 of the NFPA Code-1975, except that Fire Brigade training will be conducted quarterly."
NFPA Code - 1975 Section requires that training sessions be held for members of the fire brigade.
Contrary to the above, fire brigade training sessions were not held in the fourth quarters of 1979 and 1980.
CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED The training material distributec for 4th quarter 1979 and 4th quarter 1980 were reissued with receipt acknowledgement / feedback forms attached.
Receipt is being documented and any questions received via the feedback forms will be answered directly by the Fire Brigade instructor.
The size of the Fire Brigade was reduced by removing the NS0's from the Brigade to better facilitate Br Jade attendance at I
quarterly classroom sessions.
l ACTION TO PREVENT RECURRENCE Fire Brigade members will attend quarterly classroom l
training sessions or practical exercises.
However, there may exist l
a situation due to plant conditions that could preclude 100% Brigade attendance at the classroom / practical session during any given quarter.
Those individuals will be trained by the best means possible to ensure the availability of a well trained and experienced Fire Brigade.
DATE OF FULL COMPLIANCE Receipt acknow.edgement for the materials reissued will be completed by September 15, 1981.
