Dear Mr. Cunningham:
As we have discussed in the past, HRC has established a policy for submittal of a decomissioning plan as part of the Stri license renewal request. GE recognized this policy and has indicated that a site-wide decomissioning study was being undertaken at the GE division level. The study was evaluating the various decomissioning options. At this point in time, NRC, before it can complete its renewal review of License No. SNM-960, requests that GE submit infor-mation related to the decomissioning plans of the SNM activities at the VNC site.
The information and comitments we need are as follows:
1.
For facilities covered by License No. SNM-960, a plan for decontamination and decommissioning at end of plant life in sufficient detail to provide the basis and establish a cost estimate for such activities.
The plan should identify any unique aspects to be considered in -
the decontamination activities, such as possible removal of contaminated soils and disposition of contaminated pool water.
2.
A comitment by GE to decontaminate to unrestricted use levels areas which were utilized at VNC for activities covered under the SNM License.
3.
A comitment by GE that they will maintain financial responsibility for assuring that the appropriate decon-tamination and decommissioning activities are carried to their completion.
