Dear Mr. Denton:

We are forwarding a copy of a recent evaluation of TMI Unit No.1 that was conducted by the Institute for tbclear Power Operations (INPO). The purpose of the evaluation was:

"to make an overall determination of plant safety, to evaluate management systems and controls, and to identify areas needing improvement."

Based upon information " assembled from discussions, interviews, observations, and reviews of plant documents," the evaluation team concluded:

"that when the outage work in progress is completed, TMI-l will be ready to operate safely. Additionally, within the scope of the evaleation, the team determined that the plant is in an acceptable material condition and is being maintained shutdown in a safe manner by qualified personnel."

Pages 1 through 5 of the Evaluation Report provides a description of the evaluation method, a summary of the results, and a summary of GPU's response to the evaluation.

INPO is an industry-sponsored organization, as described in Attachment 1, dedicated to supporting safety of operations of commercial nuclear generating facilities.

Their activities include development of " standards of excellence" and an annual assessment of how the operations of each nuclear unit compare with those standards.

We thought you might find their report on TMI-l to be of interest.

INPO was established by the nuclear utility industry as an independent, non-profit organization shortly after the 1979 accident at Three Mile Island (TMI).

INP0's responsibilief is to assist its member utilities in enhancing-safe operations of nuclear power plants. Every utility in this country with an operating license, a construction permit or a lim %ed work authorization The l

for a nuclear power plant is a dues paying member of the Institute.

Institute is located in Atlanta, Georgia.

Primary functions of INP0 are:

degree of operating safety at nuclear power plants;

Evaluating all U.S. nuclear utilities to determine that performance criteria are being met; Analyzing unusual operating events that occur at the nuclear plants to determine their significance; communicating pertinent information i

of significant events to member utilities to reduce the possibility of more serious occurrences; Assisting members in the development and implementation of the best possible training and education programs for emp'oyees involved with operation, maintenance and support of nuclear plants; Helping member utilities in emergency preparedness procedures and health physics programs-
