'Ihe subject letter dated February 6,1981 citei TVA with four violations in accordance with 10 CFR 2.201. A response to the violations was submitted on March 4, 1981. An additional response to the four violations was submitted on April 7, 1981. Enclosed is our revised responsa to the subject violation as requested and discussed with Inspector M. Hunt.

7 DCIDSURE SEQUOYAH NUCLEAR PLANT REVISED RESPONSE TG VIOLATION Violation 327/80-44-31f328/80-23-02 10 CFR 50, Appendix B, Criterion V, requires activities affecting quality to be accomplished in accordance with appropriate procedures. W e accepted QA program, FSAR section 17.lA.5 states that assurance is provided that activities are accon:plished in accordance with instructions. Section 2.1.2.4 of General Construction Specif.ication G-50, Torque and Limit Switch Settings for Motor Operated Valves, requires that close torque switches shall be set at the minimum position that allows the valves to perform.

Contrary to the above, as of November 14, 1980, activities affecting quality were not acccmplished in accordance with appropriate instructions in that section 6 cf SOP 103, Electrical Checkout of Motor Operated Valves, the site implementing procedure, failed to specify adjustment of close torque switches and the site Electrical Engineering Unit has made adjustments to torque switches.

Reason fer Violation Instructions for adjustment of torque switches were inadvertently omitted durire the preparation of SOP 103, " Electrical Checkout of Motor Operated Valves."

Corrective Action Taken and Results Achieved SNP Inspection Instiaction No. 24, Revision 3, was issued on November 24, 1980, to provide instructions for adjusting torque switches. All motor-operated valve electrical checkouts parformed since that date have been accomplished using II-24.

In addition, torque and limit switch settings which were checked before the issuance of revision 3 of SNP II-24 were verified as adequate upon the successful completion of the preoperational testing program. This was done by verifying that the motor-operated valves close and seat properly and pass a seat leakage test. We valves which were tested are identified in FSAR table 05.9-2 as Category A valves. Se categorization used in this table is that of the ASME B&PV Code,Section XI, Article IWV-2200. Category A valves are defined as those for which seat leakage is limited to a specific maximum amount in the closed position for fulfillment of theic function.

Steps to Avoid Further Recurrence Electrical checkout of mator-operated valvec will be performed using SNP Inspection Instruction No. 24.

Add.itionally, all activities of this nature are now required to be performed in accordance with the inspection instructions which are subjected to more review and approvals than Standard Operating Procedures receive.
