OLB Green Ticket File #10728 This is in reply to your request to conduct an in-depth review of corrective actions to improve the administration 9f operator examinations.

As directed by the Director, NRR, on July 24, 1981, we have adopted new precedures to assure adequate NRC proctoring of the written examinations.

On August 4,1981 the Director and Deputy Director, Division of Human Factors Safety nei. with cenbers of the Operator Licensing Branch and others cognizant of OLB procedures and practices, t. conduct an in-depth revim# of the admini-stration of examinations, including preparation, administration at the facility,

and exanination grading.

Our recent review revealed several areas for inprovement of the adninistration 9

.of examinations, as well as those aspects dealing with proctoring the examinations.

These areas ~ included preparation of the exaninations, arrangments with facility nanagement, defailed instructions to the applicants, and 0A programs for review of the ~cxaninations and results.

In addition, we reviewed the structure af the operator and senior operator written examinations so that they would be-nore relevant to the individuals' job and safdy responsibilities.

Enclosed is a copy of our action plan for inorovements in the administration of i

examinations.

p We still have big problems in tiiis area. This response is not good for the long ten., but it is about all we can do at this time.

For the long tem, we have underway a large effort to review the entire function of qualifying and regealifying operators, including the contents and acthods of examination.
