ENCLOSURE 4 SAFETY EVALUATION REPORT v
CALVERT CLIFFS - UNITS 1 AND 2 OVERRIDE OF CONTAINMENT PURGE ISOLATION AND OTHER ENGINEERED SAFETY FEATURES ACTUATION SIGNALS Introduction
~
-Instances have been reported at nuclear power plants where the i. tended
- automatic closure of containment purge / ventilation valves during a postulated accident would not have occurred because the safety actuation signals were inadvertently overridden and/or blocked, due to design deficiencies. These instances were determined to constitute an Abnormal Occurrence (#78-5). As a followup action, NRR issued a generic letter requesting each licensee to take certain actions.
Evaluation The enclosed report (EGG-ll83-4181) was prepared for us by EG&G, San Ramon, as part of our technical assistance contractor program. The report provides their technical evaluation of the design compliance with lJRC-provided criteria.
During the course of this review the licensee committed to complete modifications during 1980. Completion of these modifications brings the Unit into conformance with NRC criteria.
Conclusion Based upon our review of the contractor's report, we conclude that the modifications scheduled for 1980 bring the Units into conformance with the six NRC-criteria.
'de consider the contractor's report to be a final report, in that no further contractor tecnnical effort is required for this Unit on this subject.
