The purpose of this letter is to respond to requests made by Commissioner Gilinsky and Commissioner Bradford during Licensee's presentation to the Commission on TMI-l Restart held on October 14, 1981.

In response to Commissioner Gilinsky's request (Tr. 89),

enclosed is a copy of the GPU Accident Review Task Force Final Summary Report.

In response to requests of Commissioner Bradford, we agreed to recap the testimony of Mr. Charles Mell given to the Senate investi-gating committee (Hart Investigation) concerning conversations j

between TMI Unit II and the system load dispatcher prior to the accident.

We have reviewed Mr. Mell's testimony and discussed with Mr.

3 Mell the substance of his testimony.

Mr. Mell, who was a CRO trainee during the period ha recalls a telephone call being made,

The Reading system load dispatcher would have been the dispatcher contacted by the shift supervisor.

Mr. Mell recalls the person having a telephone conversation with the dispater.er as being Mr. Joseph Chwastyk.

Mr. Chwastyk does not recall the instance Mr. Mell recollects, but stated that he makes many calls to the dispatcher and the telephone call Mr. Mell recollects could have been a call during which he had a general discussion on scheduling of a plant shutdown.

Mr. Chwastyk pointed out that if there had been an immediate safety issue, he would have taken the plant off the line.

We have attempted to secure a copy of the tape or written tran-script of the telephone conversation between Tic. Chwastyk and the dispatcher.

The procedure for retention of the tapes of telephone conversations with the system load dispatcher pre >:1udes our being able to retrieve the contents of that particular telephone conver-sation.

Tapes of telephone conversations with the system load dis-patcher are retained for a thirty-day period after which the tapes are cleared and reused.

An exception occurs if a timely request has been made to retain a tape or reduce it to written form.

This procedure creates a thirty-day rollover for tapes of telephone con-versations between a plant and the system load dispatcher.

There-fore, there are no tapes and we know of no transcripts having been made of the telephone call Mr. Mell recollects.
