Dear Mr. Keppler:

In response to NRC Inspection Report 50-295/81-09; 50-304/81-05, we fully concur with you in that multiple system challenges should be minimized, and mitigating steps taken to reduce the likelihood of unnecessary system challenges.

Relative to the above, we have ini-tiated three Technical Specification changes, and a set point change.

These have been discussed with the Zion Senict Resident Inspector and should be submitted to the NRC by November 15, 1981.

These changes have the potential of saving five reactor trips per year.

There are other potential changes to the Technical Specifications which we are currently evaluating for submittal within the next few months.

We would appreciate any assistance from you, in order to expedite the NRC's review of these changes, and we are available to discuss them either by telephone or in person as is necessary.
