US Nuclear Regulatory Commission Washington, DC 20555 MIDLAND PROJECT DOCKET NOS 50-329, 50-330 CONSTRUCTION OF THE ACCESS SHAFT AND FREEZE WALL IN PREPARATION FOR UNDERPINNING THE AUXILIARY BUILDING FILE 0485.16 SERIAL 14318 As discussed with the Staff in various meetings and as described in the response to 50.54(f) Question 12, data indicated that the plant fill under portions of the electrical penetration areas, the control tower on the south side of the auxiliary building and the feedwater isolation valve pits was inadequately compacted. The remedial action for this problem will involve underpinning these structures. Our plans for the underpinning were discussed with the Staff at our October 1, 1981 meeting in Bethesda, Marylan1.

To prepare for implementing the underpinning scheme, an access shaft on the east and west ends of the auxiliary building and adjacent to each feedwater valve pit and the turbine building must be constructed by January 1, 1982 extending from grade down to a nominal elevation of 609 which is not below the level of the bottom of the base slabs for the auxiliary and turbine buildings.

Shortly after the first of the year when the underpinning work is scheduled to commence, the access shaft would be extended deeper to permit drifting under the structures as was described in the October 1, 1981 meeting with the Staff.

Construction of the access shaft will not interfere with any Q-listed structures or other items except the feedwater isolation valve pits.

Because these valve pits are presently supported by steel structures, construction of the access shaft will not adversely affect the safety of the valve pits.

In addition, to prepare for implementing the underpinning scheme, a freeze wall is necessary to augment the present construction dewatering scheme. This was discussed with the Staff in the meeting on October 1, 1981.

Both the acrr ss shafts and freeze wall activities are non-Q.

The shafts and the freeze wall can be abandoned at any time and will be abandoned at the completion of the underpinning activity at which time they will be backfilled with concrete or soil.
