Dear Mr. Keppler:
This letter provides Commonwealth Edison Company's responset to the deficiencies identified during the Emergency Preparedr.ess Appraisal at Zion Station.
Additional time for responding was requested from your-Mr.
C. Papareillo by telephone on September 25, 1981.
Enclosed are Commonwealth Edison Company's responses for each of the deficiencies identified in Appendix A of reference (a).
Also enclosed is a summary of our review of the other NRC recommendations and observations delineated in Appendix B of reference (a).
Appendix C of reference (a) identified deficiencies in the_
Emergency Plan (GSEP) and the Zion Specific Annex.
Revisions are being made to correct these deficiencies and they will be transmitted to you as requested by November 24, 1981.
To the best of my knowledge the statements contained in the attachments are true and correct.
In some respects, these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees.
Such information has been reviewed in ancordance with Company practice and I believe it to be reliable.

Install RG 1.97 meterological parameter output in the control room; replace existing wind speed and direction indicators.
Meteorological parameters will be available in the Control Room when the process computer is available (implementation schedule is as provided in the referenced NUREG-0737 Task Item).
We intend to maintain the current system (mast on top of Unit #1 containment) until the process computer is available.
Previous studies' indicate that wind direction measured from the mast is consistent with measurements at the lowest level on the meteorological tower.
Wind speed measured from the mast is slightly (1-3 MPH) higher than measured at the tower.
11.
Inform / train Waukegan Generating Station personnel of responsiblities concerning Zion Station evacuees.
Waukegan Generating Station Shift Engineers will be informed of responsibilities by 1/15/82.
Specialized training is not required.

Train Lake County Sheriff's Office personnel.
