In referenceito your letter of September 1, 1981, we are providing a revised ' schedule for the' completion of the blackout emergency procedure and; training-for " Loss of All A. C." events. Our response te "eneric Letter 81-04 dated June 4, 1981, indicated that the procedure and necess ?y training would be completed during October 1981. We had based this decision on the assumption that the finalized " Loss of all A. C. Guidelines" would be available to Duquesne Light by September 1,1981, as documented in the Westinghouse Owners Group letter to the NRC (reference OG-56, April 9, 1981).

The guidelines developed by the Westinghouse Owners Group, however, were not received at the Beaver Valley Power Station until October 5, 1981, therefore, the work involved in addressing plant specific requirements, review and approval will not be completed during October.

^The procedure is presently in written draft form and being prepared for typing.

When the procedure is approved, it will be incorporated into a subsequent requali-fication training class beginning December 1,1981, for station blackout ev' nts, e

thereby completing the implementation schedule on January 21, 1981.
