UEST VALLEY DEMONSTRATI0ft PROJECT Your menorandum to me, dated September 30, 1981, requested infomation regarding the surveillance and reporting criteria that DOE will follow when it assunes control of the West Valley site.
Enclosed is a copy of a letter from the staff to the DOE Uest Valley Project Manager to fomally confim that NRC expects DOE to continue the maintenance and surveillance programs presently conducted under the license by the operating licensee, Nuclear Fuel Services. The letter notes that NRC intends to use the Technical Specifications of the license, as applicable to the domant facility, as a reference for its nonitoring of DOE activities. The staff recognizes that changes in the maintenance and surveillance programs will become necessary as DOE proceeds with the project and, pursuant to the Memorandum of Understanding, requests that the NRC be consulted on changes that DOE nay wish to nake with opportunity for connent. For the present, DOE has been requested to infom the NRC of any significant abnomal event or situation that occurs or is revealed by the naintenance and surveil-lance programs in order that we nay identify ar.y potential danger to public health and safety. Further discussion and definition of infor-mation that should be reported to the NRC is expected when DOE and HRC staffs meet as now planned for late October to discuss HRC nonitoring of DOE Mest Valley activities. UMSS and IE staff nenbors will partici-pate in these neetings.
It is the staff's understanding that nost of the present operating personnel at West Valley will remain at the facility with the DOE o!ooOjh O
