%9 RESPONSE OF THE NRC STAFF TO STATE OF CALIFORNIA.
DEPART!!ENT OF WATER RESOURCES MOTION FOR REPRIMAND AND CENSURE On October 5,1981, Intervenor State of California, Department of Water Resources (DWR) moved this Atomic Safety and Licensing Board to e !ter a formal reprimand and censure of Applicant Pacific Gas and Elcr.tric Company (PG and E) pursuant to 10 C.F.R. 5 2.713 of the Commission's Rules. The NRC Staff hereby iesponds to DWR's Motion.
The basis for DWR's Motion is PG and E's alleged refusal to comply with the directions of this Board and for its alleged contemptuous conduct in violation of this Board's orders concerning discovery matters. The Staff has carefully reviewed DWR's Motion and each allegation contained therein. The Staff cannot agree with DWR's interpretation of the facts or its characterization of PG and E's g5o6 s
