4 The subject of this afternoon's session is 5 affirmation and possible discussion of items.
6 I will ask the Secretary to walk us through the 7 items listed on the agenda.
8 MR. CHILK:
The first item for affirmation is 9 81-555, a request of the State of Illinois for a hearing on 10 the G.
E. Morris License Amendment, in which the Commission 11 is being asked to act on a request by the State for a 12 hearing.
The licensee has subsequently withdrawn a 13 contested portion of the license amendment.
14 All Commissioners have approved the order 15 dismi-ssing as moot the request by the State for a hearing 16 with the nodifications recommended by Commissioner Ahearne.
17 Would you please affirm your votes.

The second item is81-544, the Central 20 Electric Power Cooperative's petition for reconsideration of 21 the Commission's denial of its request for a significant 22 changes determination in the Virgin Summer OL - Antitrust, 23 wheroin the Commission was being asked to act on a petition 24 to reconsider their decision of June 26th denying Central 25 Electric Power Cooperative's request for a determination of ALCERSoN AEPORTING CCMPANY. iNC, 400 V1AGINIA AV2 S W., WASHINGTON. 2 Chairman Palladino and Commissioners Ahearne, 3 Bradfotd and Roberts have approved the order denying the 4 General Electric's petition with modifications as 5 recommended by Commissioner Ahearne.
6 Commissioner Gilinsky is not participating.

One is that he is much happier that we have stricken 11 it than that we would have decided it before he had a chance 12 to present oral argument.

The other i= that this 15 satter I think was ronsidered at an a ssista nts meeting along 16 with a bunch of others earlier in the week and, as I 17 understood it, it was generally agreed then that it would be 18 tak en of f.
Whether it was physically removed until five 19 minutes before the mee ting or not, I don't know.
But I had 20 sinply not looked at it based on the decision reached 21 earlier in the week that it wouldn't be on.
22 CHAIRMAN PALLADINO:
I wasn't aware that the 23 assistants had agreed to that because I thought we were 24 pre tty close to an agreement.
25 However, I would make another observation.

6 1 think there is an important question in listing a nurber of 2 items for some resson or other that don 't get on the agenda 3 and I think we are going to have to address some other means 4 by which we can better plan those items tha t ray be ready 5 and make sure that the items we have on the agenda that we 6 publish have a reasonably high chance of being resolved in 7 time for action at the affirmation session.
8 COMMISSIONER ROBERTS:
Would a follow-up to that 9 be that when it is determined that an item is going to be 10 scratched that we make that known as soon as possible?
11 CHAIRMAN PALLADINO:
We have a problem Tom.
There 12 are a number of items that are in the process of develcpment 13 sometimes by the staff and sometimes they get to the
- 4 Commissioner on the last day and we find that there are a 15 numbe. of times when we get last-minute approvals.
Then 16 once in a while we find a last-minuwe statement that, no, 17 the individual Commissioner is not ready or several 18 individual Commissioners are not ready.
19 I am saying that we are going to expect some of 20 tha t but we have to do better planning so that we have a 21 higher probability of the ones being listed actually being 22 acted upon.
I think that is something we will have to 23 address in our agenda planning session and maybe instruct 24 the Secretary to propose other ways of handling that.
