. As a result of the inspection 5 conducted on September 1-30. 1981, and in accordance i
with the Interim Enforcement Policy. 45 FR 66754 (0.:tober 7, 1980), the following n
violation was identified:
10 CFR 50, Appendix B, Criterion III. states,.in part, that:

l TheLimerickPSAR,Appen51xD. Paragraph 7.3.-states.inpart:."...Bechtel Engineering has an internal design control program."
Bechtel Job Rule 8031-JR-M-17 " Field Control of Pipe Supports (Hangers),"
1 Paragraph 5.6.1, states. in part: " Rework of.a hanger to a condition other than that specified on the hanger detail. drawing...may proceed if an,FCR (Field Change Request) is written within three (3) days..."
1 Contrary to the above, o$ or before July,1981, pipe support GBB-101-H3 was installed with the beam and connections (item.17) to a condition other-l than that specified on the hanger detail drawing GBB-101-H3. On September 29, 1981, a Field Change. Request had not.been initiated for. the change.
This is a Severity Level V Violation (Supplement II).. applicable to CPPR-106..
Pursuant to the provision of 10 CFR 2.201, Philadelphia Electric Company is~ hereby required to submit to this office within thirty. days of. the date of. this Notice, a-written statement or explanation in reply, including:- (1). the corrective steps which have been taken and the results. achieved; (2) corrective steps.which will be taken to l
avoid further violations; and.(3) the date when full compliance will be achieved.
l Under the authority of Section-182 of the Atomic Energy Act of.1954, as amended, this.
response shall be submitted under. oath or affirmation. Where good cause is shown, l
consideration will be given to extending your response time.
The responses directed by thid Notice are not subject.to the clearance procedures of the Office of Management and. Budget as-required by the Paperwork Reduction Act of 1980, PL 96-511.
