Dear Mr. Youndblood:

We have completed our review of the Final Environmental Impact Statement (EIS) for the Enrico Fermi Nuclear Power Plant Unit 2.

The Draft EIS was circulated for review in May of 1981. Our Agency comented on the Draft EIS on June 26, 1981, requesting additional information on measures to reduce fish impingement and entrainment, dredging of the intake canal, chlorination of the discharge water and radiation doses due to the transport and disposal of spent fuel.

The responses to our coments provided in Chapter 10 of the Final EIS have adequately addressed our concerns. We have no objections to the issuance of operating license based upon environmental issues.

As indicated in the coments on the Draft EIS, we have concerns for the potential losses of fish at the Fermi site. To minimize losses of fish, we asked that the portion of the intake canal open to the lake be closed with a porous dike. Since Unit 2 has not begun operation, the additional impacts upon fish populations can not be determined. Additional fish monitoring will be conducted as part of the 316(b) demonstration. Once these fish surveys have been completed, the measures to mitigate or eliminate any losses can be evaluated. The Michigan Department of Natural Resources, as well as our Agency will work with the applicant (Detroit Edison) to arrive at a reasonable solution based upon the monitoring data.
