Dear Mr. Keppler:

Reference (a) contained the report of an inspection conducted by Mr.

J.

H.

Neisler of your office.

During that inspection, certain activities appeared to be in noncompliance with NRC Requirements.

Enclosed is Commonwealth Edison Company's response.

To the best of my knowledge and belief the statements contained in the attachment are true and correct.

In some respects these statements are rct based on my personal knowledge but upon information furnished by other Commonwealth Edison employees.

Such informa*.lon has been reviewed in accordance with Company practice and I believe it to be reliable.

Enclosure Response to Notice of Violation 10 CFR 50, Appendix B, Criterion XIII, states, in part, " Measures shall be established to control the.. preservation of material and equipment... to prevent damage or deterioration."

Commonwealth Edion Compan) Topical Report CE-1-A, " Quality Assurance Program for Nuclear Generating Stations," Revision 15 dated January 2, 1981 Section 13 states " Written instructions for handling, preservation, storage and shipping will be used to specify protective conditions necessary to prevent damage or deterioration of materials and equipment."

Contrary to the above, several safety related instruments in the reactor protective system were being used as storage racks for scrap pipe and welding equipment.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED The areas mentioned in the report were inspected and any debris found were removed.

The instruments on the panels were then protected by installing a protective cover on the front of the panel.

CORRE7TIVE ACTION TAKEN TO AVOID FURTHER NONCOMPLIANCE The Instrument Installation Contractor has set up a surveillance program wherein the safety related instrument panels in the Containment, J Auxiliary Building will be inspected monthly to verify the are properly prc!tected.
