Dear Dr. Freeman:
This refers to the routine safety inspection conducted by J. L. Lynch of this office on September 29, 1981, of activities authorized by NRC Byproduct Material License No. 48-00841-01 and to the discussion of our findings with you at the conclusion of the inspectior.
The in::pection was an examination of activities conducted under your license as they relate to radiation ofety and to compliance with the Commission's rules and regulations and with the conditionc of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.
A written response, submitted under oath or aff tra:ation, is required.
