In its meeting of August 6,19P1 with the ACRS, Louisiana Power & Light Company stated its intention to provide Dr. Hanauer with a monthly report of LP&L's activities relating to recruiting ed upgrading of total corporate capability.
This is the second such report.
As reported previously in letters to NRC, Louisiana Power & Light Company has inst i tuted a comprehensive personnet hiring and development progrcm in arder to f ulfill our responsibilities essential to safe and efficient ccmmercial operation of Waterford 3.
As discussed during our meeting on September 29, 1981, Louisiana Power & Light Company has reorganized the corporate structure to create a new Nuclear Operations department. Attachment 1 to this report provides a discussion of this re-organization.
The staf fing status of the Nuclear Organization as of the end of September, 1981 is provided in Attachment 2. to this report provides a status of the staffing commitments we made in our April 20, 1981 letter to the NRC.
The experience levels of experienced personnel which we have brought on board since the submittal of our April 20, 1981 letter, are summarized in Attachment 4.

Ms. Suzanne Black Page 2 to this report provides a summary of the nuclear experience of persoanel on board and functioning within the Waterford 3 project as of the end of September, 1981.
The Safety Review Committee is functional and n1s held three meetings. The first of which occurred on June 26, 1981. As reported during our meeting on September 29, 1981 the experience base of the Safety Review Committee has been enhanced by the addition of Dr. II.L. Ilea tie, Bill Lowe, and Bob Douglass who will serve full time on the committee.
In addition, Dr. Clark Gibbs, Vice-P resi den t, Nuclear Activities for Middle South Services has been added as a permanent member of the Safety Review Committee.

NUCLEAR OPERATIONS DEPARTMENT ESTABLISHED J. M. Wyatt has announced a reorganizatica of nuclear operations functions under a new Nuclear Operations Department to be headed by Assistant Vice President Lee V. > burin.
The Power Production Department, under Vice President D. L. Aswell, will be renamed the
?vwer Prodaction-Fus311 Department.
Duth Departments will report to Senior Vice President Operations C. D. McLendon.
A copy of the Company's organization chart, as ammended to incorporate the Nuclear Operations Department, is attacht.
Also included is a functional organization chart for the Nuclear Operations Department.
This reorganizatf o, became necessary because of the increasing impact of Waterford 3 on Company resources and because of the growing responsibilities of Power Production beir.g brought about especially by the development of coal generation.
In addition, under the planned LP&L/NOPSI consolidation, Energy Supply which will now be known as Pcwer Production-Fossil et LP&L, will have responsibility for the fossil generating statione
- both existing companies Recognizing the increasing demands in both nuclear and fossil operations, the reorganization till allow us to maintain effective management of both functions.
The Nuclear Division, under the LP&L/NOPSI consolidation, will retain essentially the same organizational set up as that being announced today for the Nuclear Operations Department.
Organization of the Nuclear Operations Department has been discussed with the NRC and they agree that this plan will more adequately provide for the start up and operation of Waterford 3.
Two important changes have taken place in the functional organization of nuclear operations.
These changes have to do with Nuclear Training and Nuclear Administrative Services.
All nuclear related training activities have been consolidated under Nuclear Training.
This group will be headed by a Training Director-Nuclear, a position which has not as yet been filled. The Training Director-Nuclear will report to Lee Maurin. Nuclear Training functions.will be split into Site Trainirg and Offsite Training. The Training >bnager-Nuclear, responsible for Site Training, and the Training Supervisor-Nuclear, responsible for Offsite Training, will report to the Training Director-Nuclear.
Consolidation of training functions in one group under the direct supervision of the Assistant Vice President-Nuclear Operations reflects the critical nature of nuclear training and recog-nizes the importance of maintaining training as a primary function.

Project support administrative services and some of the onsite administrative services htva bean brought together in a Nuclear Administrative Services group which will also report directly to Lee Maurin.
Nuclear Administrative Services will la directed by an Engineering Supervisor-Nuclear, a position which is also unfilled at this time.
Nuclear Administrative Services will consist of these primary functions--Planning & Scheduling, Offsite Administrative Services, and Cost Control / Contract Administration.
The group will also help to coordinate those efforts of other LP&L departments that are required to support Waterford 3.
Other functions of Power Production, including quality assurance responsibilities, will
