g Gentlemen:
g In view of the impending cessation of all fuel fabrication operations at Texas Instruments, Inc. (TI), HFIR Project, and the subsecuent removal of all recoverable SNM from the facility, TI hereby requests that U.S.N.R.C. License No. SNM-23, Docket Number 70-33, dated August 15, 1980 by most recent amendment (Number 13) be amended by license condition to:

Exempt TI from the requirement to maintain an emergency monitoring system as required by 10 CFR 70.24 (Ref:
License SNM-23, Page 8,Section III, " Emergency Monitoring System") upon reduction of the total quantity of SNM within the facility to no more than 700 grams of contained uranium-235 (93 w/o enrichment).

Permit storage of contaminated waste (Ref: Licence SNM-23, Appendix 1, Page 21, Rev. A, Section E,
" Packaging and Shipping", and Table I, "MSQ for Various Arrays and Work Places", Page 7, Rev.
B, Location #(60))
at any location within the facility upon reduction of the total quantity of SNM within the facility to no more than 700' grams of contained uranium-235.
All cucrent pertinent health physics license require-ments shall remain in effect.
Accordingly, please find enclosed check number 446473 in the amount of $150.00 to cover the license amendmsat as per 10 CPR 170.31, and ten (10) copies of this letter.&equeg.
