Dear Mr. Seyfrit:
South Texas Project Units 1 f, 2 Docket Nos. STN 50-498, STN 50-499 Q A Records Review NRC ltem A149 in the NRC Order to Show Cause dated April 30, 1980, item 8 stated:
"The licensee shall develop and implement a more effective system of record controls."
Our response to that Show Cause item stated: "As part of a continuing program, records already in the QA vault will be reviewed for adequacy and completeness based on the result of the review of record requirements."
The program for fulfilling this commitment is complete and is in the process o? implementation.
Due to the size, complexity, and importance of this task, i
considerable effort was expended in determining the exact plan to be followed.
in outline form these are the steps of the plan:
1.
Identification of programmatic and production records.
(Pro-grammatic records include such things as NCRs, Audit Reports, and calibration records.)
2.
Installation of a traveler system for each discipline.
(The traveler is a summary document which identifies for a specific unit of work (i.e., a concrete pour) the specific records which are required.)
3.
Recruitment of the necessary quality engineering staff to per-form this review.
4.
Modification of the existing quality assurance procedures to describe the documentation t!ow.

Ongoing. Will be complete by November 1,1981.

We recognize the importance of this commitment. With the completion of the critical task of planning the approach and defining manpower requirements, we anticipate significantly more rapid progress in the future.
HLSP will provide your office with a quarterly summary of activities with the first report due December 1,1981, and every three months thereafter.
In the December 1,1981 report we will identify an anticipated completion date.
