Attachment (A) Additional Information Concerning Noble Gas Monitoring The High Range Noble Gas Monitors installed on the Main Stack, Reactor Building Vent, and the Turbine Building, have had their responses analyzed. This analysis has been used to establish the relationship between offsite dose rates, and the release rates of both noble gases and halogens as determined by monitor readings, assuming a unit value of the atmospheric despersion factor. The results of this analysis have been incorporated into Offsite Dose Nemograms, which are attached for your consideration. Tables of the atmospheric dispersion factor have been compiled separately, and are a so attached. A d'etailed engineering evaluation of the monitor responses is available in the form of Entech Engineering Report (s) P103-ECI, P103-EC3, and P103-RI. Soitable prodecures and training have been provided to PNPS personnel to ensure that they can rapidly estimate release rates, and the resulting off-site doses during a transient through the use of the radiation monitors and nomograms, t 4 i e i

Attachment (B) -Post-Accident Effluent Iodine Sampling BECo has established methods and procedures which allow plant personnel to estimate the quantities of I-131, and other Iodine isotopes, released from the Main Stack or Reactor Building Vent during a design basis accident. These methods include a means for estimating Iodine releases based on the direct radiation dose rate from a charcoal cartridge. This is to deal with cases where the dose rate prohibits detailed laboratory analyses. (In such cases, Noble gas interference may contribute as much as 100 mrem / hour to the direct dose rate from a charcoal cartridge, and, therefore, this method of estimating re16ses will only be used when direct radiation levels from the cartridge exceed 1 R/hr at 1 meter, and/or when silver zeolite cartridges are used). A nomogram is attached to this sheet. This nomogram represents the results of analyses of the cartridge dose rate correlated to the quantity of activity released. It is in this form to facilitate use by plant operators. Detailed procedures exist for the use of this nomogram; however, it is reasonably self-explanatory. To use this nomogram, an operator requires the following: net dose rate from the cartridge, time after reactor shutdown, distance of dose rate measurement from surface of cartridge, ratio of total flow to sample flow, and time the cartridge was in service. The nomogram allows the calculation of the I-131 inventory on the cartridge and the net I-131 release to the ai.mosphere. PNPS is designed to mitigate the consequences of a LOCA by filtering primary containment leakage through a 99% efficient charcoal filtration system and releasing tne remaining activity from the 300 ft. main stack. As a result of this release scheme, relatively little iodine remains available to contaminate a sample cartridge fed by the final release stream. Indeed, even under tne con-ditions of a worst case design basis accident, less than 1 Curie of I-131 (and less than 6 Curies of total Iodine) would accumulate on the filter during the first 24 hours of an accident. This activity would result in a dose rate of less than 1000 mrem / hour at 1 meter, wh'ich would not prohibit removal of the cartridge, but could prohibit detailed laboratory analyses, thereby requiring use of the attached nomogram. By plant design, the reactor building vent is not intended to release contaminated effluents following a design basis LOCA. However, under certain accident scenarios such as a control rod drop accident, small quantities of Halogens may be released over limited periods of time through this release point. It is not credible that the Reactor Building Vent halogen sample filter could accumulate enough activity to preclude analyses, unless there were multiple failures of redundant systems designed to mitigate the consequences of such an accident. Nevertheless, the attached nomogram is also applicable to the reactor building vent halogen sampler as well as to the main stack.
