Dear Mr. Denton:

Reference (c) requested that Commonwealth Edison develop a schedule for expedited implementation of emergency procedures and training for station blackout events at Zion Station.

This letter provides our revised schedule for implementation.

This information was previously provided by telephone to Mr. D. Wigginton.

l The actions necessary to accomplish this task include the development of plant-specific maintenance and operating procedures and training in their use.

Maintenance and operating procedures have been developed and approved for use.

Training of personnel is presently in progress and will be completed for the majority of personnel by November 30, 1981.

i It will be necessary to modify the plant-specific proce-dures to incorporate the recommendations of the Westinghouse Owners Group (WOG) generic guideline for Loss of AC Power.

This guideline has recently been received by Commonwealth Edison, along with the bulk of th2 material that comprises the WOG Procedures Program for NUREG 0737, Item I.C.l.

Our target date for implementation of this material, which is dependent upon timely NRC review, remains the i

first refueling in 1982.
