ORDER The eleventh NRC Monthly Status Report to Congress (Bev g
dated September 30, 1981 covers the period from August 15 to September 15, 1981. This report indicates that the estimated construct' ion completion date of Comanche Peak I has been revised from December, 1981 to June, 1982.
The resulting delay is now shown by Table 1 to be four months, a reduction from the previously estimated delay of 10 months. While a hearing on selected issues is scheduled to commence December 2,1981, the full hear-ing is still shown to be March, 1982. The SSER is shown to be issued December 14, 1981.
None of this information has been supplied to the Board by either the Applicant or the Staff. The Appeal Board has ruled that the Staff and other parties cannot leave the Board "in the dark" about changing circumstances or new information, stating that " changes may take place Q

.. but they must be disclosed."1/ It also stated that "it cannot be over-emphasized that it is of utmost importance for parties to keep the board abreast of changing circumstances bearing on their cases."2_/
The Board's prior orders indicate that it is attempting to excedite the hearing schedules in order to alleviate the slippage between the completion of construction and the issuance of an operating licenta.
Accordingly, it is obviously important for the Board to be informed promptly and directly of any changes that might affect the hearing schedules. This includes projected dates of issuance of Staff documents, the nature and extent of any slippaghs or delay, the date of completion of construction and any other matters that could impact upon the schedule.
The Staff and the Applicant are therefore requested and directed t'o

inform the Board promptly and affirmatively of all changes that mig'ht have a bearing on scheduled dates, with a reasonable explanation thereof.
