' APPENDIX A
,3 NOTICE OF DEVIATION
- Power Authority of the State of New York Docket No. 50-286 Buchanan, New York 19511 License No. DPR-64 Deviation A Contrary to the licensee's connitment in Section 3.1.2(a) of the Fire Protection Safety Evaluation Report issued with Amendment 24 to License No. DPR-64, one of the two ventilation openings between the transformer yard and 33 foot elevation 1
of the cable tunnel, has not been provided with a three hour rated fire damper.
Response
One of the two required fire dampers in the air inlet to the electrical tunnels was inadvertently left out.
The required fire damper will be : installed as soon as practical after it is received on site. Unitl the damper is installed, hourly fire watch patrols will be continued in the vicinity.
Deviation B Contrary to the licensee's commitment in Section 8.58 of the document entitled,
" Review of the Indian Point Station Fire Protection Program, Rev.1, April 1977", the installation of the new. fire pumps does not meet the guidelines of the National Fire Protection Code No. 20, Centrifugal Fire Pumps, in the follow-ing areas: installation of pressure sensing line, location of batteries and testing requirements.
Response
Corrective action has been taken or is-planned as outlined below for each
. specific item noted on pages six and seven of the inspection report.
1)
The valve on the Pressure Sensing Line is locked open. It'will be main-tained locked open except when required to be closed for maintenance or
. testing.
2)
' Ground face uniot.s with 3/32" orifices will be installed during the up-coming refueling outage, which is sche.uled for January 1982.
3)
The batteries will be relocated in r ' area to prevent exposure to physical damage from nearby equipment and flooding in accordance_with the NFPA 20 requirements, during the upcoming refueling outage, scheduled'for Januar/
1982.
4)
The diesel engine overspeed control test was performed on two seperate occasions. This was accomplished, without actual overspeed of the engine to 20% above normal operating speed. There. is. no requirement in the NFPA Code to perform this test.
5)
Provisions for. connecting test leads will be provided in the Control Panel-durihg the upccning refueling outage..The requirement for recording this data is already incorporated in the main fire pump refueling test.
