By letter from T. A. Ippolito to H. G. Parris dated January 13, 1981 TVA received Order for Modification of License concerning modification of the pressure suppression chamber or torus on Browns Ferry Nuclear Plant unit 1.
The order required implementation of all plant modifications needed to ensure compliance with NUREG-066 by Octcoer 31, 1981.
In my May 22, 1981 letter to you we informed you that we would not be able to complete torus modifications by the October 31, 1981 deadline.
TVA has participated in the Mark I Owners' Group efforts to obtain extension of the torus modification order deadline for all Mark I Owners.
This culminated in the June 29, 1981 lettee from S. J. Stark (GE) to T. A. Ippolito of your staff. However, based on recent discussions with your staff it has become apparent that the process of granting order extensions to all Mark I Owners will not be finalized by October 31, 1981.
In order to preclude the forced shutdown of Browns Ferry unit 1, we must have relief from the January 13, 1981 Order for Modification of License before the October 31, 1981 deadline. Please provide us with your position on this matter no later than October 26, 1981.
