APPENDIX A NOTICE OF VIOLATIO;(
Hetropolitan Edison Company Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a result of the inspection conducted on September 2-8,1981, and in accordance with the Interim Enforcement Policy, 45 FR 667S4 (October 7,1980),
the following violation was identified.
The Order for Hodification of License, dated July 20,1979, as amended by the Order dated February 11, 1980, states in part:
...Pending further amendment of the Facility Opercting' License, the licensee shall maintain the facility in accordance with the requirements set forth in Attacament 1..."
(proposed Technical Specifications, Appendix. A to License No. DPR-73). The proposed Technical Specification 6.8.1 requires in part that written procedures shall be implemented covering recovery mode activities which alter the distribution or processing of significant quantities of stored radioactivity. Operating Procedure (0P) 2104-8.4, Revision 2, July 24,1981, S.D.S. (Submerged Demineralizer System) Honitor Tanks, paragraphs 4.23.4, 4.24.4, 4.25.4, and 4.26.4 require in part that water transferred from the SDS Monitor Tanks to Processed Water Storage Tanks (PWST) be verified acceptable for transfer based on (curie inventory) limits in the NRC Progranaatic Environ-mental Impact Statement (PEIS).
The Strontium (Sr-90) inventory limit for 80,000 gallons of processed water in the PWST is 1.92 C1.

Contrary to the above, between July 25 and August 10,1981 water transferred from the SDS Honitor Tanks to PWST No. I was not verified acceptable for transfer in that analytical results for SDS Honitor Tank samples were in error in a nonconservative direction with respect to exceeding the PEIS curie inventory limits for the PWST. Specifically as of Augast 28,1981 the Sr-90 inventory limit of 1.92 C1 (80,000 gallons) was exceeded in that approximately 3 curies of Sr-90 were in PWST No.1.

Where good cause is shown, consideration will be given to extending your response time.,
