The following information is provided in response to Refer-ence #3 above.

With regard to Item I concerning listing of non-essential variables on weld procedure specifications, General Electric I&SE will revise all their ASME weld procedures used at Hope Creek to include listing of all pertinent non-essential' var-iables.

Revision of the procedures is scheduled for comple-tion on October 9, 1981.

Our Architect / Engineer, Bechtel, will then re-review these procedures to assure compliance.

This review is scheduled for completion on November 10, 1981.

C. Haynes Item II concerns ypur contention that welder qualification for the jet pump adapter to shroud support plate weld re-quires a mock-up assembly weld as part of the qualification process due to restricted access.

Your position has been carefully reviewed by the designer of the system and author of the referenced specifications, General Electric.

This review again concludes the referenced mock-up is not re-quired'for welder qualification.

As stated in General Electric Specification 22A4202, Revi-sion 6, Paragraph 8.2.3, mock-up qualifications are required only when access to the weld is twelve (12) inches or less.

Access to the subject weld is nineteen (19) inches.

There-fore, this weld mock-up is not required for the purpose of weld qualification due to restricted weld access.

Your letter also referred to General Electric Specification 22A4202, Appendix B,which is invoked by Paragraph 8.4.

Paragraph 8.4 requires a mock-up by previously qualified welders for GE/NEBG warranty purposes only.

These provi-

sions are beyond those of the ASME B&PV Code, as required by the NRC.

Therefore, the production of the mock-up is not an NRC requirement or an ASME requirement.

In addition, the details of the problem were formally re-viewed by General Electric with the following disposition:

Accept the mock-up radiographs without penetrameters in the weld as meeting the intent of 22A4202.

All future dissimilar metal mock-ups shall utilize penetrameters as required by Section III.

NOTE:

1)

Wald r was previously quclified by Sections IIF and IX.

2) The radiographs were independently reviewed at site and reviewers agree that the sensi-tivity of the film meets the intent of 22A4202 (for_ this review the penetrameters were sharp).
