Response to I&E Inspection No. 81-13 (INC 81-13-02)
This letter is written in response to Reference (b) which indicates that one of our activitiec was not conducted in full compliance with Nuclear Regulatory requirements. This alleged item of noncompliance was noted as a result of a routine inspection conducted by your Mr. W. Ra mond during the period July 1-August 10, 1981.
We respond as follows in answer to the alleged item of noncompliance contained in Appendix A to your letter.
Item:
' Technical Specification 6.5.B requires that procedures be established and implemented to provide control of activities involving radioactive material. Procedure AP 0505, Establishing and Posting Controlled Areas, Revision 6, was developed pursuant to Technical Specification 6.5.B.
Procedure AP 0503 defines a Contaminated Area to exist when it contains loose surface 2
contamination in excess of 1,000 dpm/100 cm and requires chat such areas be barricaded to show its boundary and posted with a sign reading - CAUTION CONTAMINATED AREA.

United States Nuclear Regulatory Commission September 15, 1981 VERMONT YANKEE NUCLEAR POWER CORPORATION Page 2 Contrary to the above, on July 23, 1981, at 3:50 PM, an area at the exit of the RCIC room in the Torus Bay contained loose surface contamination in excess of 1,000 dpm/100 cm2 and entrance thereto from the west was not barricaded and posted as a contamination area.
Response
As noted in the inspection report, immediate actions were taken to resurvey the subject area and re-establish proper posting with a barricade.
The area was subsequently _
decontaminated and the barricade removed.
The importance of maintaining radiation barricades will be stressed at an upcoming, plant meeting to be held in September. Full compliance vill be achieved as of that date.
