.. For the reasons discussed in the enclosure, NFS is not entitled, under the Commission's Regulations, to either item of the relief it requests.

Accordingly, the Authority respectfully requests that both of NFS' applications be denied so that implementation of the high-level radioactive waste demonstration project authorized under the West Valley Demonstration Project Act can begin.
