BOSTONEDISONCOMPAE NOTICE OF ISSUANCE OF AMENDHENT TO FACILITY OPERATING 1.ICENSE The U.S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 49 to Facility Operating License No. DPR-35 issued to Boston Edison Company (the licensee), which revised the Technical Specifications for operation of the Pilgrim Nuclear Power Station Unit No.1 (the facility) 4 located near Plymouth, Massachusetts. The amendment is effective as of its date of issuance.
The amendment changes the Technical Specifications relating to the sp'iral fuel unloading pattern to allow the center cell to be the first removed during the 1981 refueling outage.
The application for amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the lict.nse amendment.
Prior public notice of this amendment was not required since it does not involve a significant hazards consideration.
The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to-l 10 CFR Section Sl.5(d)(4), an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendment.
