Review of License Amendment Application Dated October 2, 1981 I.
Background

Pennsylvania Power & Light Company is licensed under NRC Materials License No. SNM-1878 for the receipt, possession, inspection, and storage of uranium enriched in the U-235 isotope contained in fuel assemblies for eventual use in the Susquehanna Steam Electric Station, Unit 1.
By application dated October 2,1981. Pennsylvania Power requested authorization to increase the maximum U-235 enrichment from 3.0%
to 3.10% of U-235.
II.. Discussion Because of measurement and enrichment variations usually encountered, the maximum enrichment found in an assembly may be 0.10% greater than in the design based fuel assembly. Pennsylvania Power requested neither an authorization for an increase in the maximum total kilograms of contained U-235 in the assemblies nor in the number of fuel assemblies.
Therefore, there will be-no significant change in the nuclear criticality safety of the fuel storage areas and in the authorized fuel assembly handling operations.
There will be no change in the radiological and environmental effects from the requested authorization.
The amendment application of October 2, 1981 was discussed with Mr. G.G. Rhoads, Resident IE Inspector, on October 5,1981. He foresaw no safety or environmental problem with the increase in maximum U-235 enrichment from 3.0% to 3.10% U-235.
III. Conclusion Authorization for the increase in the maximum U-235 enrichment from 3.0% to 3.10% U-235, together with the previously authorized
