Backgroun_d_

s The licensee currently is committed to Regulatory Guide 3.1, "Use of Boro-silicate-Glass Raschig Rings as a Neutron' Absorber in Solutions of Fissile Material." Per the amendment application, the licensee would follow Reg-ulatory Guide 3.1 when Raschig Rings are used as a primary control for nuclear criticality safety. Different controls for Raschig rings as a secondary control for nuclear criticality safety are proposed inithe amend-ment application.

II. Discussion The use of Raschig rings as a secondary control is intended to provide additional assurance of safety in uncontrolled geometry vessels wherein nuclear criticality safety is assured by a primary control, e.g., concen-tration control. The license has proposed to change limits on the chemical environment from a pH of "9-10" to "<ll" and to change the maximum fluoride concentration from "1400 ppm" to "4%."

The Raschig rings will be inspected annually for settling, physical properties, and boron content. The temperature will not exceed '60*C which compares favorably with 120*C in the ANSI str.ndard, endorsed by Regulatory Guide 3.1.

The Region II Project Inspector has no objection to this amendment.

III.

Conclusion and Recommendation The proposed amendment should have no adverse effect on the public health and safety or on the environment. Apppoval of the application is recomended.
