SUMMARY
OF MEETINGS ON SEPTEMBER 16 AND 17,1981 On September 16 and 17,1981, members of the NRC staff and their consultants held meetings with representat.1ves of Connecticut Yankee Atomic Power Company. The purpose of the meetings was to discuss (1) proposed changes to the Haddam Neck Radiological Effluent Technical Specifications (RETS), and (2) the proposed Offsite Dose Calculational Manual (ODCM). The meeting on September 16, 1981 was held at the Haddam Neck Plant site; the September 17 meeting was held at the company offices in Berlin, Connecticut. A list of attendees is enclosed.
In preparation for this meeting, Franklin Institute personnel (NPC consultants) identified deviations between the licensee's RETS submittal and tne model RETS (NUREG-0470, Rev. 2). Each deviation was discussed and dispositioned (either resolved satisfactorily or additional information/ justification needed from the licensee). A similar discussion of the 006M was conducted.
The licensee stated that they want to re-write the RETS in Standard Technical Specification (STS) format. They estimated that a draft could be ready by the end of calendar year 1981.
The NRC estimated that we could provided comments on Yhis new draft in about onc month after receipt. The licensee agreed to target implementation of the RETS by July 1,1982; however, the licensee wants the Millstone Units 1 and 2 RETS inplemented at the same time as the Haddam Neck RETS.
