M This letter is written to request deletions and modi-fications to NRC License SNM 777, Docket 70-820 as described below.

1.

We request that License Condition No. 22 (b)

(ref. Amendment No. 6), be modified to eliminate the requirements for analyzing monitor well samples for trace element (heavy metal) concen-trations (i.e., Cd, Hg, Pb, Mo, Zn and Ni).

Attached is a compilation of analyses, for a fourteen-month period, of heavy metal concentrations showing levels that have been consistently low and in most instances at or below detection limits.

(Although EPA drinking water standards are not ap-plicable, all but one measured value out of 696 met those standards.)

In the case of the lagoon and suorage tank, we are in the process of decommissioning these units and further analyses would be redundant and an unneces-sary expense.

He request the deletion, in its entirety, of License Condition No. 23.

This condition requires that the storage tank and lagoon system have representative water samples taken and analyzed on a monthly basis.

Specific analyses of the plant we.11 are also re-g quired.

As we are decommissioning the lagoon system sQ and are no longer inputing process waste to the sys*em, 4

the license condition is no longer relevant.

The plant well is now being monitored for nitrates, gfjM,'

fluorides, gross alpha and beta by internal require-s g@

i ments.

Past analyses r,how tnat all of the constitu-5 ents analyzed for, by the requirements of Condition

-.D @4, No. 23, are minimal.

License Condition No. 24 requires monitoring of the storage tank leak detection pipe as per the descrip-tion in letter CEB: 78-232, dated 12 December, 1978.

As we are decommissioning the lagoon system, and the contents of the tank (the only source of liquid in the leak pipe)-are known from analysis of input to the tank, we request that the analysis of liquid from the lesk pipe be limited to specific conduc-tivity, gross alpha and gross beta.

This analysis will be stopped once tDe tank is empty of lagoon liquids.

4.

As Secticn 900 of our application, which is not part of the license, cannot reasonably be kept up to date during the decommissioning effort, we will no longer consider it to be applicable as a supporting document.

We believe that these deletions and modifications would have no significant safety or environmental impact.

We believe the requests to be administrative in nature and have in-cluded a check for the required $150 fee.

6, Conditions.No. 22(b) and 23, re-quires that trace alement.(heavy metal) analyses for IIg, Mo, Zn, CJ, Ni and Pb be performed on test well, lagoon and storage tank samples.

Following is a summary of the average concentra-tions and the maximum observed concentrations for the wells requiring analyses or otherwise specified in the cited amendment The analyses are from present data and go back for a period of approximately fourteen months.
