FINDINGS RELATED TO THE PROPOSED IMPORT OF IRRADIATED FUEL FROM GERMANY-ISNM81020 On August 25, 1981 Transnuclear, Inc requested a license authorizing.the

7 import of up to 27.570 kilograms of enriched uranium contained in irradiated fuel from the BERII reactor in Berlin.

The material is in the form of TRIGA fuel elements which originally contained uranium er.riched to 93%. The irradiated elements contain small quantities of produced plutonium. Shipments will be made in modified Gosiar containers, USA /0093/B( ) FT.

This request is essentially the same as previous requests to import irradiated fuel and represents no material change in circumstances from conditions and findings which existed at the time of the earlier imports.

The import does not present an undue risk to health and safety or to the environment and will not be inimical to the Common defense and security. The staff recommends this license be issued.
