In the pre-hearing conference order of July 28, 1981, the Licensing Board designated a series of lead intervenors.
The designation, however, was not conclusive.
This Board's order of September 9, 1981, amplified briefly the rule of the lead intervenors.
The Sunflower Alliance proposes the following as lead intervenors:
Issue No. 1 Sunflower; Issue No. 2 Sunflower; Issue No. 3 Sunflower; Issue No. 4 Sunflower; Issue No. 5 Ocre; Issue No. 6 S'nflower; Issue No. 7 Ocre.
The undersigned has corresponded with Mr. Todd J.
Kenney relative,to his proposed status as lead intervenor for Issue No.
1.
Mr. Kenney has agreed that he is not in a position to be lead intervenor for Issue Ho. 1 simply because his work would prevent him from doing so.
Mr. Kenney will assist Sunflower on Issues No. 1 and 2 but it is the best that he can do at this t c)
