Dear Sir:
In the NRC letter of November 20, 1980 from Mr. Darrell G. Eisenhut, Director, Division of Licensing, the NRC requested that Boston Edison Company submit Technical Specifications incorporating applicable portions of the attachment included with the letter. The attached Technical Specifications were developed to comply with that request.

Technical Specification Change Concerning Shock Suppressors (Snubbers)
Proposed Change Reference is made to Pilgrim Station Operating License No. DPR-35, Section 3.6.I.
The objective of this section is to assure the performance of shock suppressors concerned with safety systems.
Revisions of, and additions to the existino Technical Specification are desianated by vertical lines located in the margin adjacent to the change.
This revision also includes the previously unlisted group of safety related mechanical snubbers as Table 3.6.I(b).
The list of safety related hydraulic snubbers, formerly known as 3.6.I, is redesignated 3.6.I(a), and snubber H-3-1-1292 has been added.
The following pages have been added to the existing Technical Specification:
137f, 1379, 137h, and 1371. Page 151b, containing part of the Basis, has been deleted, and a revised Basis is entirely contained on Page 151a.
An addition, number 5, is made to Technical Specification 6.10.B, record retention, on Page 224.
Reason for Change Boston Edison was requested, in the NRC letter of November 20,1980 from D. G. Eisenhut, to incorporate the appropriate portions of a model Technical Specification concerning Inservice Snubber Surveillance, into PNPS Technical Specifications. This submittal is to satisfy that request.
Safety Considerations This revision is submitted at the request of the USNRC, and is not constdered to constitute an unreviewed safety question.
It has been reviewed and approved by the Operations Review Comittee and the Nuclear Safety Review and Audit Comittee.
Schedule of Change We request that the Technical Specifications do not become effective prior to January 1,1982.
Fee Determination In accordance with Section 170.12 of the Commhaion's regulations, Boston Edison proposes this as a Class III change; accordingly, a check for Four Thousand Dollars
($4,000) is enclosed.
