V4ur letter does not constitute an acceptable Radiological Contingency JPlan u required by :the Order and Standard Fomat. The list of references that you submitted and, indeed, the references themselves do not conform tp'thd requirements of the Standard Fomat in many respects. Our revlew has idyfigified several deficiencies as follows:

,D. There is no table of contents. The Standard Fomat stipulates that l

the Radiological. Contingency plan have a table of contents.

The Standard Fomat requirement for a general description of plant /

licensed activity (Chapter 1) is not usefully addressed. Although all,the information regarding your plant ar.d process that is

called for in Chapter 1 of the Standard Format may be present in the referenced materials, your submittal largely fails to provide adequately detailed citations by " specific sections, paragraphs, and page humbers" as required by the Standard Fomat. The intent is for your Radiological ~ Contingency Plan to be sufficiently descriptive as to provide all information needed to support the Conclusion that the plan is adequate and capable of implementation.

Chapter 3 calls for the classification of credible radiological contingencies into four categories, namely flot!fication of Unusual Event Alert, Site Area Emergency and General Emergency. Your Plan failr to provide such infomation.

5.

Information specified in Ci.apters 4 through 9 of the Standard Fomat is not provided in your plan.

It is request id that you provide us with a Radiological Contingency Plan which complies with the requirements of the February 11, 1981 Order (as described in the Standard Fomat - Enclosure 1 to the Order) by November 15, 1981.

If we do not receive such infomation by that date, we will take actions as may be appropriate.
