STATUS REPORT - DOE UPAllIUll MILL TAILINGS REMEDIAL ACTION PROGPAM (UMTRAP) (JUNE 1-SEPTEMBER 30, 1981) (331161)

During the subject period, the following significant actions were taken by the WMUR staff to execute NRC responsibilities to participate, review, and concur in DOE's conduct of the UMTRAP:

Generic Programmatic Actions 1.

Reviewed and provided staff input to scope of DOE UMTRAP funded Pacific Northwest Laboratory (PNL) revegetation/ rock cover R&D program.

(June 16,1981 memorandum to files documenting May 21, 1981 meeting at-NRC-SilverSpring) 2.

Provided FY-1981 NRC input to UMTRAP Annual Status Report to Congress.

(September 17,1981 letter to Richard H. Campbell, DOE-Albuquerque) 3.

Have coordinated with ELD and RES to assist RES in preparing response to Sierra Club petition to amend NRC active uranium mill regulations to incorporate applicability to UMTRAP sites.

In process of finalizing planning input to DOE regarding nominal time frames required for specific NRC/ DOE interactions at NRC review and concurrence points in UMTRAP interagert.y coordination / management process.

Discussed with DOE the need and appropriate point for NRC to intermediately concur in the UEPA process where ulttaately a Finding of No Significant '

Impact (FONSI), based upon evaluation of an EA for an UMTRAP processing site,-is warranted rather than a full EIS.

6.

Attended September 11. 1981 UMTRAP program review at DOE-Germantown.

Salt Lake City (Vitro Site) UMTRAP Processing Site (and Vicinity Sites) 1.

Provided fomal NRC staff concurrence in DOE proposed (State of Utah approved) plan to dispose of low-level contaminated water at Salt Lake City vicinity properties via stom sewers. (June 16,1981 letter to Richard H. Camobell, DOE-Albuquerque) 2.

Documented May 5-7, 1981 NRC staff Salt Lake City UMTRAP site visits and staff participation in public EIS scoping meetings for Vitro site remedial action.

(June 19,1981 memorandum to Ross A. Scarano) 3.

Provided formal llRC staff input to Vitro site remedial action EIS scope.

(August 14, 1981 letter to Richard H. Campbell, DOE-Albuquerque) 4.

Received Draft DOE Radiological and Engineering Assessment (REA) for the No. 2 priority UltrRAP vicinity property (Central Valley Sewage Treatment Plant adjacent to Vitro site) and initiated project leading ultimately to anticipated !!RC concurrence in Final REA. T1e DOE has also provided, in this connection, the common Radiological Control Plan and Health und Safety Plan applicable to remedial action at all Salt Lake City vicinity properties. NRC staff coments are being prepared on all of these documents.

A meeting was held September 23, 1981 with DOE to discuss the documentation provided thus far rc'ated to the Central Valley sewage treatment plant remedial action, the need for additional and revised documentation, and the basis on which NRC would be requested to agree to an exception from meeting EPA Standards in the DOE's cleanup of this vicinity property.

Reviewed with DOE-Albuquerque, and documented, the midpoint status of UMTRAP remedial action project at Fire Station No.1 vicinity property.

Provided NRC staff representation on panel to receive public views on Durango, C0 processing cita remedial action at public EIS scoping meetings June 30 and Ju., 1, 1981 in Durango, CO.

Visited the area of the Durango UKTRAP site and five candidate disposal areas on June 30-July 2, 1981.

Reviewed Draft DOE / Colorado Cooperative Agreement covering nine UMTRAP processing sites and provided infonnal NRC staff comments to Alfred Gonzales, DOE-Albuquerque during June 1981. The final proposed Cooperation Agreement was sent to the State of Colorado by DOE on September 11,1981.

Provided formal comments on DOE Draft Durango RACP.

Informal comments leading to revisior, of RACP were provided to Alfred Gonzales, DOE-Albuquerque on June 24, 1981.
